Resolved. Post-incident review found a network fault on the path between the portal and the assistant service. The assistant service itself was healthy for the entire window — which is why the Teams experience was unaffected throughout, and why our existing monitoring did not detect the outage.
Two follow-ups came out of the review: a check that exercises the same network path an employee's browser uses, which is now running and feeds this page; and a change to how that path is served, which is tracked separately.
